SB 244- Planning for Unincorporated Disadvantaged Communities

SB 244 (Wolk, 2011) requires cities and counties to address the infrastructure needs of unincorporated disadvantaged communities in city and county general plans and LAFCo Municipal Service Reviews (MSRs) and annexation decisions.  SB 244 defines an unincorporated disadvantaged community as a place that meets the following criteria:

AB 1358- Complete Streets Act of 2008

AB 1358 (Leno, 2008) requires, beginning January 1, 2011, cities and counties, upon any substantive revision to their circulation elements, to plan for a balanced multi-modal transportation network that meets the needs of all users of streets, roads, and highways, including motorists, pedestrians, bicyclists, children, persons with disabilities, seniors, movers of commercial goods, and users of public transportation.  

SB 5- Flood Risks

SB 5 (Machado, 2007) requires the Department of Water Resources (DWR) and the Central Valley Flood Protection Board (CVFPB) to prepare and adopt a Central Valley Flood Protection Plan (CVFPP) by 2012, and establishes flood protection requirements for certain local land use decisions consistent with the CVFPP.  The Plan will include:

SB 610/221- Water Supply

SB 610 (Costa, 2001) requires additional information to be included as part of an urban water management plan if groundwater is identified as a source of water available to the supplier.  This law also requires an urban water supplier to include in the plan a description of all water supply projects and programs that may be undertaken to meet total projected water use. 

AB 170- Air Quality Element

AB 170 (Reyes, 2003) requires each city and county within the jurisdictional boundaries of the San Joaquin Valley Air Pollution Control District to either adopt an air quality element or amend appropriate elements of their general plan to include data and analysis, comprehensive goals, policies, and feasible implementation strategies to improve air quality.  These amendments are required no later than one year from the next revision of the housing element that occurs after June 1, 2004 and must be submitted to the Air District for review and com

SB 375- Regional Planning

SB 375 (Steinberg, 2008) brings together land use, housing, and transportation planning in order to reduce greenhouse gas (GHG) emissions.  This law requires all Metropolitan Planning Organizations (MPOs) to update their Regional Transportation Plans (RTPs) and prepare regional housing needs allocations (RHNA) that result in development patterns and supporting transportation networks which reduce GHG emissions from cars and light trucks

AB 32 – Global Warming Solutions Act of 2006

AB 32 (Nunez), known as the California Global Warming Solutions Act of 2006,  requires the California Air Resources Board (CARB) to adopt rules and regulations to achieve 1990 equivalent statewide greenhouse Gas (GHG) emission levels by 2020.
